Ying Liang was born in Beijing; her father was an economist and her mother an engineer. As a teenager, Ying was interested in mathematics and wanted to become professor. Having earned a scholarship to study in France, she learnt French as soon as she arrived in the country. Thanks to her brilliant level in mathematics, Ying obtained her PhD at the Ecole Nationale Supérieure des Télécommunications in 1989 with “félicitations du jury “ - "distinction with praise". Ying started her career as a Product Manager at France Telecom in 1990, and represented the company at the European Union in Brussels in 1992, where she led working groups attended by major players in the European telecom market. Her working group “Integrated Broadband Communications” made a major contribution to the foundation of today’s multimedia telecom networks. 
In 1996, Ying accepted a position at the World Bank in Washington. On arrival in DC with her son of two months old, she threw herself into the world of finance by attending training at Harvard. The World Bank sent her, as a French speaker, to a dozen of African countries, where she managed the investment and privatization projects in telecommunication infrastructures. Whisked up by the internet wave, Ying left the World Bank in 2000 to participate in the launch of an internet start-up financed by Goldman Sachs. From there, she learnt how to build a business from scratch. Unfortunately, following the burst of the internet bubble, the company went bankrupt. 
Ying crossed the Atlantic again with her son, now six, in the context of a high-tech industry in utter disarray; she needed a job. With determination, she relaunched her carrier as a simple consultant at Tiscali International Network (TINET). Three years later, Ying became Head of Global Sales, and achieved yearly growth of 40% to 50% during a period of four years. 
In 2008, Ying left TINET to launch European business for 
PCCW, the incumbent telecom carrier in Hong Kong. As Senior Vice President Europe, Ying leads a team of professionals; and builds a high-performing business almost doubling the revenue in just three years. 
Ying is member of the Paris Professional Women's Network and alumni association of Telecom Paris. She also speaks at a number of international conferences in the field of telecommunications
